I would suggest the class of vehicle is a boat that can fly and if it is under 600kg it should be AUF to adminster. The NSW Dept Marine and Harbours would be the first people I would contact about operation areas, it should be OK on a boat licence I would suspect operated out of Water Ski areas in similar fashion to boat towed ski kites not above 300 ft Agl.
